John is Chief of Licensing
and Enforcement for the California Office of Real Estate Appraisers
(OREA). The Licensing Unit is
responsible for reviewing the education and experience of applicants for
an appraiser license, and issuing licenses to those who meet the
qualifications and successfully pass the examination.
In addition, the Licensing Unit is also responsible for accrediting
real estate appraisal course providers and their courses.
The Enforcement Unit provides protection to the public against
unlawful or unethical real estate appraisal practices.
This is accomplished through the investigation of backgrounds and
conduct of real estate appraiser applicants and licensees, investigation
of complaints against appraisers and course providers and, where
appropriate, the imposition of disciplinary sanctions.
John holds a Certified
General license and has been a real estate appraiser since the early
1980's. Prior to joining OREA
in February 1995, John appraised residential and non-residential real
estate in both northern and southern California.
He has also managed a real estate appraisal district for a major
financial institution. John
developed a widely acclaimed seminar on real estate fraud and flipping
that was presented to local, state and national audiences.
John has also recently become an AQB Certified USPAP Instructor.
